Q- What were the arguments in favour of greater power to the provinces?

A-In the Constituent Assembly, K.Santharam, a representative from Madras, maintained the sovereignty of the states. He emphasised the importance of fortifying the states. He opposed giving the Center additional authority. He believed that if the Center became overburdened, it would be unable to carry out its tasks effectively. If all states are strengthened, then the Centre will also inevitably become strong. He argued for more power for the states and less power for the federal government. K. Santharam also had concerns about the proposed division of powers between the Centre and the States. Such a division of authority, in his opinion, would be fatal to the states.
