(1) Pollution became a nuisance for the Londoners due to reasons as mentioned below : In 1887, one-fifth of the population of London were poor. They were expected to live an average life of 29 compared to average expectancy of 55 years of middle class. Poor lived in one room houses which were a serious threat to health because they were badly ventilated and lacked sanitation. Congestion in the city was a factor for pollution. Demands were made for new ‘lungs’ for the city.
