A person’s eyes are very close to the lens when he is viewing through a magnifying glass. Does angular magnification change if the eye is moved back?

Yes, it decreases a little because the angle subtended at the eye is then slightly less than the angle subtended at the lens. The effect is negligilble if the image is at a very large distance away.
