Due to resonance, vinyl chloride is unreactive in nucleophilic substitution reactions. The lone pair of electrons on chlorine in vinyl chloride is in resonance with the C-C double bond, giving the C-Cl bond a partial double bond nature. The C-Cl connection grows stronger and more difficult to break as a result of its double bond nature
