The Ryotwari system was developed by Thomas Munro and Capt. Alexander Reed in the late 18th century but it was introduced by Thomas Munro in 1820 when he became the governor. The Ryotwari system was a Land Revenue System in British India in which the peasants were given the ownership of the land and the government directly collected taxes from the peasants. The revenue rate for dry land was 50% and 60% for irrigated land.
