The constitution of India is designed to work as a unitary government in times of emergency. In India, the emergency provisions are such that the constitution itself enables the federal government to acquire the strength of unitary government whenever the situation demands. A unitary state is a state governed as a single power in which the central government is ultimately supreme and any administrative divisions (sub-national units) exercise only the powers that the central government chooses to delegate.
