By whom the rank of the different Ministers in the Union Council of Ministers is determined?
The Prime Minister recommends the names of members of his teams to be appointed as Ministers. The President can appoint solely those humans the ministers are endorsed through the Prime Ministers. It is the Prime Minister only, who determines which branch will be given to which minister and he can also change the disbursed department of any Minister.
