How were forest laws enacted in Java?

Consider the following points: In the 19th Century, forest laws were enacted in Java to restrict access to villagers. Villagers could not use forests for any work, they were not allowed to access raw material and grazing cattle, horses, etc. Wood was only used for constructing houses, boats under close supervision. Villagers were punished for using forest commodities without permission.
