Candidate should be
- A citizen of India OR
- A subject of Sikkim
- A person of Indian origin migrated to India with intentions of permanent settlement from Pakistan(subject to the State Government issuing a certificate of eligibility in their favor.). The certificate of eligibility in respect of a candidate falling under this category will be valid only for a period of one year from the date of his appointment and thereafter he can be retained in that position only if he is in India.
