Isodiaphors are species with different atomic and mass numbers, but the same neutron excess. 199F and 136C have different atomic numbers and mass numbers. When calculating the difference (n-p), the number of neutrons (n)=19-9=10 and the number of protons (p)=9 in 199F, so n-p=1.
