It is true that roots develop below the ground but there are exceptions. Potato is one such example. Here, in this case, the stem gets modified into a ‘tuber’ like structure for the storage of reserve food material. These tubers develop and grow under the ground. This can be proved by the following: The potato bears scale leaves (Leaves are found only in the stems) They contain buds in the regions called eyes. They contain nodes. It is justified from the above statements that underground parts of a plant are not always roots.
