Every metal has a definite work function. Why do all photoelectrons not come out with the same energy if incident radiation is monochromatic? Why is there an energy distribution of photoelectrons?

Because all the electrons in the metal do not belong to same level but they occupy a continous band of levels , therefore for the given incident radiation , electrons come out come from different levels with different energies
