Explain NH3 acts as complexing agent but NH4+ does not.

Because ammonia only has one lone pair of electrons, it can accept  electrons from coordination complexes. Ammonia is transformed into an ion  called ammonium, which lacks a lone pair to donate and form complexes. As a  result, whereas ammonia can be an excellent ligand, the ammonium ion does  not form complexes.
