Ionization isomers are isomers that produce distinct ions in solution  despite having the same chemical composition. The nitrate ion is coordinated to  the cobalt ion in the former, while the sulphate ion is outside the coordination  sphere in the later; the sulphate ion is inside the coordination sphere in the  latter. As a result, it's ionisation isomers.
