When it comes to electrophilic substitution reactions, phenol is more reactive than benzene. The electron density around the ring system is increased by the donation of the oxygen's lone pair into the ring system. In comparison to benzene, this makes the ring significantly more reactive. The intermediate carbocation is more stable in terms of resonance.
