Yes, the given statement is true. Because same substance can behave differently under certain other conditions. This can be explain by few examples. For example, NaCl form true solution in water but colloid in benzene. Soap‘s dilute solution behave as electrolyte but concentrated as colloids. Therefore its behavior changes because of particle size only.
