Why is the city La Paz in Bolivia safe from fire ?

At a height of 11,975 feet above sea level, La Paz is one of the highest cities in the world and definitely qualifies as the highest capital city in the world. The altitude means there's about one third as much oxygen as sea level, making it extremely hard to even start a fire, let alone keep one going.
