the fact that you say was fined 65 pounds makes it less than likely it was in Spain as Spain does not have pounds as its currency, however if this occurred near to say a school and it is possible to get a fine or in one of the very few regions that have restricted nudity within the city itself, bur Barcelona is such a place, nudity is still legal but not for wandering in the city centre, this was because so many tourists were going around naked and behaving in an overtly sexual manner in the city. the canary islands are very popular with nudists as is well known .
