If a Minister of a State wants to resign, to whom he should address the letter of resignation?

Resignation of the State Minister will be given to the Chief Minister who will consider it and forward it to the governor of the respective state. Chief Minister is an elected or appointed Head of government of in most instances a sub National entity. Title has a similar construction and role as a Prime Minister but with a lower rank. The role has context with the system of government where a constitutional head of state is advised by a Minister, Who usually heads executive government departments. They would be chief advisor to the nominal head of their state chair of cabinet and leader of the main governing political party in the legislature. A public official with the power to govern the executive branch of a non sovereign level of government ranking under the head of state is governor .
