1) Reducing agents are those molecules which can donate electrons. 2)  The donating elctrons are hydrogen atoms which are bonded to phosphorus atom. 3) In case of H3​PO2​ there are two hydrogen bonded toP atom    but in case of H3​PO3​  there are only one hydrogen bonded to Patom    has more donating electrons than . 4)Therefore ,H3​PO2​ is stronger reducing
