The Weimar Republic was called fragile because: There were inherent flaws in the Weimer government that caused it to be unstable. As it was proportional representation, the coalition had to be formed, and a single party could not gain a majority. And the most important, Article 48 which allowed the President to impose an emergency, was curtailing the rights of the people. Also, within a very short period, governments kept changing and people lost confidence in them.
