The events which led to the Bastar revolts were as follows- The 1878 forest act by the British government divided the Indian forest into reserved forests, protected forests, and village forests. The Bastar forest because of its abundance of natural resources came under the reserved forests. This created problems for the tribal within this forest as they depend on the forest for their basic necessities and food. The products obtained from the forest were sold at subsidized rates thus, the tribal who worked as the exploited laborers were at a disadvantage as they received nothing in profit. The land of the forest was later turned inside the Thekedari system where the whole village came under the lease. These policies implemented by the government created resentment amongst the tribes against the British. The famine of 1899-1900 and 1907-1908 made the situation more favorable towards the rebellion.
