Valency of an element is defined as the combining capacity of an element.It can also expressed as the number of bonds an atom form with other atoms or species.Valency depends on the nature of elements or valence electrons. If the valence electron is 8, then the combining capacity will be null and valency will be 0.Here Z=3 i.e element lithium is given , it has one electron in its outermost shell which are free to form bond or donate to other atom and hence combining capacity is 1.
