If the paper is tough, the cut-offs are higher, and vice versa. So, here's another golden rule: don't have any predetermined assumptions. Before you look at the document, don't consider the number of attempts.
If the paper is difficult, the entire group will make fewer attempts, lowering the cut-offs. This can relieve exam stress and lead to more rational attempts rather than wild guesses.
